Executive Summary
The initiative connects leading cancer centers with Oracle technology to help accelerate oncology innovation and enhance patient care. Designed to move high-impact ideas from concept to operational adoption, the initiative brings together Ci4CC’s Initiatives Program, Oracle Health and Life Sciences leaders, and a network of NCI-Designated and community cancer centers to align transformation efforts with industry priorities and national cancer objectives. The collaboration, announced formally in November 2025, prioritizes advancement in artificial intelligence for oncology, EHR interoperability, next-generation clinical trials, multi-omics integration, real-world evidence generation, and data-driven approaches that strengthen research and care delivery.
Strategic Vision and Rationale
Cancer care is undergoing a structural transformation driven by artificial intelligence, precision oncology, digital health infrastructure, and evolving reimbursement models. The integration of clinical, genomic, imaging, pathology, and registry data has become essential to advancing translational research and improving outcomes. However, fragmentation across platforms, inconsistent data standards, and limited interoperability continue to constrain innovation. The initiative between Ci4CC and Oracle Health and Life Sciences addresses these barriers by building a coordinated national framework that aligns clinical care, translational research, and life sciences innovation. The initiative seeks to establish a scalable oncology innovation ecosystem capable of accelerating research-to-bedside translation, enabling AI-driven clinical decision-making, and strengthening federated data models. Central to this effort is leveraging the Oracle Learning Health Network—powered by Oracle’s AI-enabled electronic health record—to securely share anonymized real-world data to accelerate the discovery, development, and deployment of groundbreaking therapies.
Strategic Vision and Rationale: Building Phase 1 Roadmap
- Next-Generation Oncology Infrastructure & AI-Driven Workflows: Advancing Oracle’s oncology EHR ecosystem through AI-embedded workflows, clinical decision support, agentic AI, chemotherapy orchestration, and integration of multi-modal data including genomics, radiology, pathology, and multi-omics to support precision oncology and digital tumor boards. (Work Group A)
- Clinical Trial Modernization: Transforming clinical trial operations through next-generation CTMS platforms, AI-enabled patient matching, digital consent workflows, and interoperability standards designed to improve trial accrual, reduce administrative burden, and accelerate study activation. (Work Group B)
- Real-World Evidence, Federated Data, & National Collaboration: Establishing secure federated data-sharing and governance models to advance the evolution from real-world data to real-world action, while promoting national collaboration through publications, workshops, symposia, and Oracle Health & Life Sciences engagement forums. (Work Group C)
